Training Course on Strengthening Health Systems
Introduction In this course, you’ll explore the complexity of health systems and apply systems thinking to health systems strengthening (HSS). You’ll critique major health system frameworks, analyse health system inequities, and interrogate the evidence for HSS approaches. You’ll be equipped with the knowledge and skills to develop HSS interventions across areas such as health policy, health financing, human resources, supply chain management, quality of care and private sector engagement. Who Should Apply? This course is designed for middle- to senior-level managers working in public health from national, provincial government or international agencies and non-governmental organizations, who are responsible for health programmes in communicable and non-communicable diseases, their various administrative aspects and donor communications for the implementation of health programmes. Duration 5 Days Course Objectives By the end of the course, participants will be able to: i. Describe the key features of health systems and the ways they differ across and within countries, as well as the levels of health systems from the national capital to remote communities, appreciate how health systems interact with other sectors; ii. Apply evidence-based tools and approaches in different contexts (e.g. emergency, fragile, low medium and high capacity), and identify how to improve processes related to data collection and analysis at the national, regional and local levels for both planning and monitoring progress; iii. Define key measures of inequity at a national level, and use these measures to identify vulnerable populations and the possible causes of their inequitable access to health services; iv. Adapt existing tools and approaches for strengthening community-based health systems and participatory health governance to fit different local contexts and sectors; v. Undertake analyses of the financial barriers to health care, drawing appropriate policy implications and identifying potential social protection interventions; vi. Describe how a rights-based approach to maternal and newborn and child health can improve quality of care, identify priorities from other sectors required to provide an enabling environment for quality care, and apply appropriate approaches and relevant tools to monitor quality of health services; vii. Map key actors and partners in the private sector and civil society for effective leveraging and influencing, and identify opportunities and regulatory gaps. Course Content a. Introduction to Health Systems and Health Systems Strengthening b. UNICEF Analytical Framework c. National level HSS Actions d. Decentralized Management Capacity e. Human Resources for Health f. Health Financing g. Community-level Health Systems and Community Engagement h. Data and Information for Action, Accountability and Learning i. Supply Chain Management j. Social Protection for Addressing Financial Barriers in Health Systems k. Quality of Care l. Private Sector and Civil Society (CSO) Engagement m. Health systems frameworks and structure; n. Interventions at different health system levels, from community-based action through to policy development; o. Identifying and addressing health system inequities; p. Supply chain management; q. Managing mixed health systems. r. Health system structures, functions and components, and how they interact. s. How to use evidence, and analysis of inequity, to drive interventions to strengthen health systems. t. Strengthening health systems through action in areas such as health policy, financing, human resources, supply chain management, quality of care and private sector engagement. u. Using complex systems thinking to address health system problems. Methodology The instructor led trainings are delivered using a blended learning approach and comprises of presentations, guided sessions of practical exercise, web-based tutorials and group work. Our facilitators are seasoned industry experts with years of experience, working as professional and trainers in these fields. Key Notes i. The participant must be conversant with English. ii. Upon completion of training the participant will be issued with an Authorized Training Certificate iii. Course duration is flexible and the contents can be modified to fit any number of days. iv. The course fee includes facilitation training materials, 2 coffee breaks, buffet lunch and a Certificate upon successful completion of Training. v. One-year post-training support Consultation and Coaching provided after the course. vi.
